When using Link marketing you first need to understand certain principles in order to evade the pitfalls. We would recommend that you follow ethical practises and discourage spamming techniques in order to build a successful and reputable business and avoid the backlash that you will receive if you participate in spamming activities. 

Can I buy page rank, You can’t buy page rank this is a system devised by search engines to score web pages solely on reputation and recommendations through the process of links and the search engines tend to penalize sites that are know to participate in any activities that manufacture false page rank. After all it’s their system and their rules so you cant really argue with them here. Sure you can try but at your own peril no doubt. Generally advertising links either use rel="nofollow" when html links are used on pages others get opened in a pop-up window through JavaScript (like Adsense) or they get channelled through a redirector page that is disallowed in the robots.txt file. The redirector page may perform a Meta refresh to the external link so it should also have a robots Meta tag specifying
"noindex,nofollow". Or it can do a 301 redirection in which case of
course there is no html content on the redirector page and the actual
redirection is handled either at the server level (e.g. in an .htaccess
file which redirects that page with a 301) or through server side
scripting (like php) which sends through a 301 header with the
redirection.

Reciprocal links: In themselves are not all bad, many sites interlink,

However I think it’s important how it’s implemented for example a links page as such is a little outdated, However if you do want to add one you might want to keep it out of your mainstream navigation, most webmasters (at least the ones that matter) will know to approach you through your set up contact channels anyway and you would be better of choosing the sites you want to link to yourself and contacting them. Placing text links within your content un-clutters your pages giving a more professional feel.

Buying Links: Make sure they are above board, if your good at stealing traffic with a well-chosen phrase this can be an excellent method of getting cheap advertising as you tend to pay a fixed priced for a fixed period, this is often brokered by a third party or between the web sites themselves although I suggest you know what your doing first before you go solo. Things to consider would be positioning, size, what you can and can’t say in addition to pricing the value of a link. Remembering things could change, a page rank drop or a slump in traffic. So over all quite an involved method of advertising to set up but on the other hand effective and cost efficient.
